Rescue Two Pets Forced to Leave Behind

I, by myself, had no choice but to leave my beloved two family pet dogs behind during the May 28th mandatory evacuation period.
I was under the understanding that no pets were allowed other than service animals.
Upon arrival at the R.H. Channing Auditorium (Community Hall) there were evacuees with their pets. How is this right?
I spoke to an official whom claimed to be SPCA and mentioned to him my situation, he took my address (110 1st. Avenue Flin Flon) and said he will check in on them, I did offer my house key, but he refused.
What are my options?
By now both dogs would be going through separation anxiety or possibly dead.
If they are not dead and, If I am going to see them alive again, they need to be rescued now! June 11/ 2025 will be the two weeks maximum a pet can survive without food or water.
